I really don't get why they had to write that here and with so big letters (Municipality of the Metropole of Istanbul) ? Are they scared that some other city comes and claim it's theirs ?

By the Bosphorus
Today, after picking up Engin and Reyhan, we headed toward the Bosphorus, in Bebek to grab something to eat and to take some warm air (temperatures are still in the 30's°C (90's°F).
I really don't get why they had to write that here and with so big letters (Municipality of the Metropole of Istanbul) ? Are they scared that some other city comes and claim it's theirs ?
